Gay wins 100 meters at London Grand Prix

LONDON (AP) -- Tyson Gay prepared for the anticipated chilly Olympics here by winning the 100 meters at the London Grand Prix in dreary conditions Friday.

The former world champion won in 10.03 seconds in a headwind of 1.2 meters per second, ahead of fellow American Ryan Bailey and Nesta Carter of Jamaica.

"I'm in pretty good shape, I just need to work on some things on my groin area with my physio and I should be good to go," Gay said. "I feel I know how to mentally prepare for this type of weather and this was the best place to prepare for the games."

Gay's main rivals for the July 27-Aug. 12 Olympics were absent.

Asafa Powell withdrew with a groin strain to ensure he is fit for the games, and Olympic champion Usain Bolt sidestepped the event for tax reasons.

There was a lackluster performance from home sprinter Dwain Chambers, who is preparing for the games after a lifetime Olympic doping ban for British offenders was lifted. Chambers failed to even advance from the heats.

In the 110 hurdles, Aries Merritt of the United States won in 12.93 seconds, equaling his own world-leading time this year, after 2004 Olympic champion Liu Xiang qualified for the final but withdrew with a back strain.

Home favorite Mo Farah enjoyed a comfortable victory in the 5,000 meters in 13 minutes, 6.04 seconds, more than 3 seconds ahead of Collis Birmingham of Australia after upping the pace in the final two laps.

"I'm in great shape," Farah said. "It was important to work on my speed a bit. Conditions were not great, but ... I'm looking forward to the Olympics. It's not long to go.

"I just have to think of it as another race and forget it's the Olympics, but I'm quite looking forward to it."

In the women's 5,000, world champion Vivian Cheruiyot led home a Kenyan 1-2-3-4 finish.

World champion Dai Greene was denied victory in the 400 hurdles, finishing second behind Javier Culson just like at the Paris leg of the Diamond League two weeks ago.

It helped Culson acclimatize for the Olympics.

"I'm not used to the weather, in my country it is very tropical," the Puerto Rican said.

There was, however, an unexpected British success in the women's 400 hurdles. Perri Shakes-Drayton, ranked 21st in the event, won in 53.77, more than 1.7 seconds ahead of 2008 Olympic champion Melaine Walker, who was fourth.

European champion Irina Davydova of Russia was second, followed by Kaliese Spencer of Jamaica.

"It gives me confidence knowing that my training is going well," Shakes-Drayton said. "But I'm not going to let it get to me too much."

The long jump was won by Australia's Mitchell Watt, and Bjorn Otto of Germany took the pole vault.

In a world that elevates the individual at the expense of the community, the title may appear exaggerated.? In a world where the particular lifestyle choice of minorities overrides that of the majority, it may even seem unreasonable. To the myopic always ready to compromise, it is extreme.

Active homosexuality is not an alternative lifestyle but an abnormal lifestyle that has been traditionally condemned by most religious and civil authorities.? It has been judged immoral by the majority of people, though in modern times, where freedom is sometimes equated with licence, that is, freedom to behave without restraint, the media argues that morality should not be legislated.? In fact, while not all moral values can or should be legislated, there is nothing to legislate but morality.?? A speed law is a moral legislation: ?thou shalt not drive so fast as to endanger life and limb.?

Since religion seeks to uphold God?s law and civil society the common good, they must both be necessarily seriously concerned in promoting a morally sound and healthy sexual conduct.

The Webster New Collegiate Dictionary defines sex as ?the sum of the structural, functional and behavioural characteristics of living beings that subserve reproduction by two interacting parents and that distinguish male and female.?? In sheer pragmatic terms, sex is nature?s way of replenishing life.? As food maintains the existence of the individual, so sex ensures the continuance of the species.

As reason and experience have clearly shown, normal heterosexual activity is the only form of sexual activity that can guarantee a future for human life on earth and equally, heterosexual marriage is the only sexually active lifestyle that promotes the health and good order of human society.

The sacredness of human life implies that sex, its origin is sacred and should be protected and defended from corrupt and/or irresponsible use.? This principle has been recognised by every society and hence the taboos, laws and regulations that have surrounded sexual activity from time immemorial.

In general, homosexual acts are unnatural, sterile and destructive of the natural relationships between the sexes.? This is obvious from the fact that heterosexuals reproduce their kind by the use of sex, while active homosexuals multiply by the abuse of sex, by moral contagion and by seduction.

In particular, homosexual acts are contrary to the Law of God, to Catholic teaching, to life in the Spirit of Christ and to the good of the individual.

In regard to the Divine Law, it is to be noted that Sacred Scripture nowhere condemns the homosexual person but, in both the Old and New Testaments, it condemns homosexual acts. This is because, as was shown in my first article, no one can be held culpable for their orientation, but only for their freely chosen acts. It follows then that homosexual acts, being a choice, are contrary to the law of God, to the law of Christ and consequently to the Christian faith.

Homosexual acts are contrary to the teaching of the Catholic Church, which was established and commissioned by Christ to guard and interpret Revelation and the Natural Law. ?Through its supreme teaching Authority, the Church has, over two millennia, consistently condemned homosexual acts as being a clear violation of Divine Law as is affirmed by the Scriptures and can be known through reason.? Homosexual acts, therefore, are against the Catholic faith.

Equally, they are contrary to the Spirit of Christ speaking not only through the Scriptures, but also through the hearts of holy men, women and children who, through the ages, have regarded the homosexual act with horror.? Among those of special mention are St Bernard, St. Catherine of Siena and the children of Fatima.

Homosexual acts are certainly against the good of the individual, since with rare exceptions such as the eating of pork, God forbids a thing because it is evil in itself.? When a person does something that God has forbidden, he sins not only in disbelieving and disobeying Him, but also by harming himself through an act that is inescapably harmful.? In technical terms, Biblical morality is intrinsicist, not nominalist, that is, a particular act is good or bad in itself and not because God says it is good or bad.

It may be helpful at this point to examine the essential elements of a right ordered love between sexual beings.

The friendship between persons of opposite sexes finds it high point in mutual enrichment through heterosexual marriage.? This mutual enrichment, blossoming at several levels, is best summed up by Adam?s gasp of wonder on seeing Eve: ?This at last is bone of my bones and flesh of my flesh; she shall be called Woman, because she was taken out of Man.? Gn.2:23? This wonder, lying dormant in every human heart, awaits the kiss of love to awaken it to a ?self-liberating opening out to one of the opposite sex, who is so much like oneself and yet so different.?? It offers also the possibility of going beyond one?s own psychological perceptions to new perspectives that a person of one?s own sex cannot provide.? The sexual differences provide a complementarity that can be compared to a hand and glove, where two different things enhance each other to form a balanced whole, unlike the foot and sock.? There is a psychological complementarity that is experienced even during courtship when the stirrings of a deep physical and biological complementarity, calling for further and more intimate complementarity, are sensed and felt.

Melting is a primary characteristic of love as is declared in the Song of Songs ?My soul melted when he spoke.? (5:6)? Before a things melts, it is hard and bounded together in itself but, when it melts, it is diffused and extends itself to another thing. ?Heterosexual love demands the renunciation of one?s own self in order to embrace a self-giving union that enriches both the beloved and the self through the married state and the marriage act from which the gift of life beyond their own shared lives is received.? The mutual enrichment of heterosexual marriage consists also in nurturing that new life in the family circle, and giving now not only to the children but furnishing society itself with its basic building block and its future.

Two friends of same sex rightly express their friendship by a love that treats the other as an ?other self.?? Integral to this is a respect for the mystery of the friend?s openness to the heterosexually complementary other self, that is, the friend?s wife or husband.? A true friend would not wish to exploit or corrupt the sexual powers, which are destined for the mutual enrichment of the friend and the friend?s present or future heterosexual marriage partner.

Homosexual liaisons, on the other hand, and the homosexual act itself deprive their devotees of these creative, integrative, self-liberating and mutually enriching experiences.? The liaison of a homosexual couple attempts to mimic marriage, but it cannot be a marriage since it lacks psychological complementarity found only in a healthy heterosexual relationship.? Further, it lacks sexual complementarity and so can neither signify healthy union nor give life.? The physical homosexual union offends both biology and reason and can never be anything but sterile, nor can it enrich society by providing future citizens, society?s basic building block.

The homosexual act comprises the worse of the other sexual abuses because, like premarital sex, it does not provide familial circumstances for enduring love or nurturing of children and, like contraceptive intercourse and heterosexual anal intercourse it is sterile.? Unlike these disorders, which can be corrected, the homosexual union cannot be corrected and, being unnatural, the only corrective is to abandon it.

The homosexual liaison and act, corrupting its practitioners at many levels, condemns them to a life of emptiness, depression and loneliness as George Eliot noted ?No evil dooms us hopelessly except the evil we love, and desire to continue in, and make no effort to escape from.?

It corrupts spiritually because, rejecting the law of God and of nature, and seducing others into doing the same, it impedes the human growth necessary to support spiritual development.

It corrupts psychologically because, instead of working toward healing, it accepts and reinforces a condition of psychologically conflicted sexual energies and rejects the rich promise of heterosexual love.

It corrupts intellectually because it ignores and even denies the clear biological evidence that the act is perverted, and the psychological evidence that this sexual relationship with one of the same sex cannot provide the psychic complementarily which nature provides through a heterosexual mate.

It corrupts socially because not only does it fail to produce children, the building blocks and the future life of society but it also establishes a false lifestyle whose existence adds confusion to sexual roles and corrupts the morally weak, especially the young who are not yet firmly established in a normal sexual orientation.? It also adds insult to injury by casting suspicion on one of the best of all values, a close and devoted friendship between two persons of the same sex.

Homosexuality is morally corrupting for all the foregoing reasons and, therefore, is destructive of the individual and the society.? Consequently, it is religiously condemned, spiritually corrupt, ontologically absurd, psychologically conflicted, intellectually indefensible, procreatively impotent, sexually deviant, socially disruptive, maritally impossible and so, for the liberation of those trapped in it and for the sake of the common good, it should be returned to the closet.

CORVALLIS, Ore. A new study of Oregon's Paisley Caves confirms that humans used the site as early as 12,450 radiocarbon years ago, and the projectile points they left behind were of the "Western Stemmed" tradition and not Clovis which suggests parallel technological development of early inhabitants to the Americas.

The study, published this week in the journal Science, could have a major impact on theories of how the Western Hemisphere was populated. The research was funded by multiple organizations, including the National Science Foundation.

Lead author Dennis Jenkins, from the University of Oregon, and second author Loren Davis, from Oregon State University, were part of a large multidisciplinary team that spent much of the past two years combing through deposits and collecting more than 100 high-precision radiocarbon dates from Paisley Caves, located in south-central Oregon's Summer Lake basin.

What cemented the authors' findings was a thorough examination of the stratigraphy in the caves, which confirmed that coprolites containing human DNA were definitely associated with layers of sediment ranging in age from 2,295 to 12,450 years ago and were not contaminated by humans or animals at later dates. The researchers last year also found additional Western Stemmed projectile points.

"The Western Stemmed and Clovis traditions include different technological strategies," said Davis, an associate professor of anthropology in OSU's School of Language, Culture and Society. "The Western Stemmed artifacts from Paisley Caves are at least as old and may predate the oldest confirmed Clovis sites, indicating that the peopling of the Americas was at least technologically divergent, if not genetically divergent."

The projectile points were found in deposits dating back to 11,070 to 11,340 radiocarbon years ago, and thus were not quite as old as the oldest coprolites. But DNA from coprolites of that era was similar to that found in the oldest coprolites, Davis pointed out. "They were from the same genetic group," he said.

The difference in technology between Clovis and Western Stemmed projectile points revolves around how they were attached to spears, which relates to the strategy of finding and shaping pieces of rock in the first place. Clovis artifacts have a distinct notch at the base, where a piece has been removed. The tool builder starts with a large rock and reduces it considerably.

Western Stemmed points and Clovis points primarily differ in the construction of their hafting portions, Davis said. Stemmed points bear constricted bases, while the hafting element of a Clovis point is thinned through the removal of a large flake from the base. Western Stemmed points are also often made by modifying smaller flakes in a different way than Clovis peoples manufactured their spear points.

"These two approaches to making projectile points were really quite different," Davis said, "and the fact that Western Stemmed point-makers fully overlap, or even pre-date Clovis point makers likely means that Clovis peoples were not the sole founding population of the Americas."

Clovis technology has only been found in the New World, while Western Stemmed technology can be related to archaeological patterns seen in northeastern Asia.

"We seem to have two different traditions co-existing in the United States that did not blend for a period of hundreds of years," said the University of Oregon's Jenkins.

Past studies of Paisley Caves also have reported on human coprolites with ancient DNA, but questions arose about whether those samples could have been contaminated, and whether they were found in context with artifacts from the same era. So the researchers did an exhaustive examination of the stratigraphy, which is one of Davis' specialties.

Davis conducted microscopic analysis of the soil structure using a petrographic microscope to eliminate signs of liquid such as water or urine from humans or animals moving downward through the soil. The team also carefully analyzed the silt lens where the stem points were found and bracketed above and below those layers to see if radiocarbon dates synchronized.

"The stemmed points were in great context," Davis said. "There is no doubt that they were in primary context, associated with excellent radiocarbon dates."

The earliest models for peopling of the Americas suggest that the first inhabitants arrived from Asia via a land bridge at the end of the last Ice Age and fanned out across the continent. However, those models can't explain the presence of two separate and distinct stone tool technologies at the end of the last glacial period.

"Given these recent results from Paisley Caves, it's clear that we need to come up with some better models," Davis said.

In Iowa, Obama to make pitch on tax cuts

WASHINGTON (AP) ? Seeking an election-year fight over taxes, President Barack Obama is hitting the road to press Congress to extend tax cuts for low- and middle-income earners, framing a debate with Mitt Romney and congressional Republicans over tax fairness.

Obama was making his pitch Tuesday in Iowa, the state that launched his presidential bid in 2008. He faces a tough contest there against Romney this fall.

The president wants Congress to pass a one-year extension of the Bush-era tax cuts for households earning less than $250,000 before they expire at the end of the year. Romney has pushed for an extension of cuts for all earners.

"This nation runs on economic freedom and we have to restore it," Romney told radio host Michael Medved on Monday. "And to restore economic freedom we have to have taxes that are competitive with other nations."

Obama sought to elevate the tax debate as one of the defining issues of the campaign, saying the outcome in the November election would determine the fate of the tax cuts for higher income earners. The White House and Obama's campaign want to use the tax debate to portray congressional Republicans as obstructionists and Romney as a defender of the wealthy who is willing to push an across-the-board extension of the tax breaks at the expense of those earning more modest incomes.

"Let's not hold the vast majority of Americans and our entire economy hostage while we debate the merits of another tax cut for the wealthy," Obama said Monday at the White House.

Obama threatened to veto a full extension of the Bush tax cuts, saying in an interview with WWL-TV in New Orleans on Monday that a tax cut for the wealthiest 2 percent of Americans would cost $1 trillion over the next decade at a time when the nation needs to reduce the federal deficit.

On Tuesday, the Obama campaign reiterated calls for Romney to release more of his tax returns. In a video posted on YouTube, the campaign asks: "How long can Romney keep information on his investments in overseas tax havens secret? And why did he do it in the first place?"

Emphasizing the consequences to families, Obama was meeting Tuesday with an Iowa couple that the White House said would benefit from his tax plan. He was then holding a campaign event at a Cedar Rapids community college where he planned to make the case for the extension for those earning $250,000 or less.

Obama was making another visit to a battleground state with a more positive economic outlook than other parts of the nation. Iowa's strong farm economy has pushed the state's unemployment rate down to 5.1 percent, well below the national average of 8.2 percent. Obama took a bus tour through parts of Ohio and Pennsylvania last week ? both states have more positive jobless rates than the rest of the nation ? and was campaigning in Virginia on Friday and Saturday. Virginia's unemployment rate is 5.5 percent.

Yet polls in Iowa have shown Obama locked in a tight race with Romney for the state's six electoral votes, a potential warning sign after Obama triumphed in Iowa's leadoff caucuses in 2008 and then captured the state in the general election.

Senior campaign adviser David Plouffe said Tuesday the Obama campaign wants to focus its appeal on battleground states "to educate voters about what the choice is" in 2012.

Plouffe said in an interview on ABC's "Good Morning America" that the Obama camp is concerned about the role of super PACs in bankrolling Romney's challenge, charging that they want to "buy the White House" for the former Massachusetts governor.

"Money matters in politics," he said.

Many voters have expressed wariness about Obama's handling of the economy, his plans to reduce the federal debt and his ability to cure Washington gridlock. An NBC News/Marist poll in Iowa released in late May gave Romney a slight edge (46 percent to 41 percent) on who would best handle the economy ? but when asked who would do a better job of reducing the national debt, voters gave Romney a solid advantage over Obama (52 percent to 34 percent).

"The president's got his work cut out for him here. It's not one to be marked over into his column by any stretch of the imagination," said Rob Tully, a former Iowa state party chairman. "But this state could easily go back into the president's column if there's commonsense decisions made between now and November."

Republicans were countering Obama on multiple fronts. Ahead of Obama's visit, Iowa Gov. Terry Branstad, a Republican, called the president's tax plan another attempt to "divide people one against another based on class warfare. The very people we need to invest and create jobs are afraid to because they're afraid their taxes are going up."

Reince Priebus, the chairman of the Republican National Committee, was shadowing Obama in Cedar Rapids with a news conference where he planned to accuse the president of wasting taxpayer money on stimulus programs that he said created jobs overseas. It aimed to rebut criticism from Democrats that Romney's former private equity firm did business with companies that shifted jobs to lower-wage countries to cut costs.

Romney was holding fundraisers in Colorado and planned to discuss energy policies on Tuesday in Grand Junction, Colo., an oil town in the western part of the state. The former Massachusetts governor held a closed-door fundraiser Monday night in Aspen, where between 300 and 400 guests gave about $2.4 million, according to the campaign.

Guests in Ferraris, Bentleys and Porsches drove down a private gravel road past a horse ranch to valet park outside the sprawling stone private home. Romney's staff set up speakers blaring music outside of the tent set up in the backyard, noise that prevented reporters on the public sidewalk outside from hearing any of Romney's remarks.

Romney's event in Grand Junction carried some symbolic meaning. It was the site of an August 2009 Obama rally where he focused on selling his national health care plan to the American people.

Turns out, seven is enough for Michael Phelps

(AP) ? Michael Phelps did a wise thing Monday: He gave up the chance to compete for another eight Olympic gold medals.

The move will allow him to rest properly at the London Games and have time to recover between races, which is much more important now that he's 27 years old, his body battered by a dozen years of high-level swimming. He's out of an event that might be more loaded than any other, one he certainly could've won ? never bet against Phelps ? but appeared more competitive than his other races.

But perhaps the most compelling reason to drop the 200-meter freestyle from his program was not having to race against himself at his final Olympics.

Eight is retiring.

"We're not trying to recreate what happened in Beijing," Phelps told The Associated Press during a hotel interview before he got out of Omaha. "Swimming that many times, it's just brutal and there's no need to put myself through that."

Over the eight days of swimming in London, Phelps will have four mornings off and only a couple of dreaded doubles: two races in one session. The most difficult will be the night of July 31, when he's got the finals of the 200 butterfly and 800 freestyle relay. The other comes on Aug. 2 and will be a bit easier: the semifinals of the 100 fly, which he won't have to swim at top speed in order to advance, and the final of the 200 individual medley.

He could still finish his career with a mind-boggling 21 Olympic gold medals.

That should be more than enough for the rest of us, but we were so eager to see if he could do the impossible one more time before he fades into retirement.

Even though his coach, Bob Bowman, had already cautioned that the chances of Phelps repeating his Great Haul of China were remote, we all got giddy with anticipation when he qualified in five individual events at the U.S. trials ? the same five races he competed in at least two Olympics. Combined with the three relays, it looked as though Phelps would do the exact same program that worked to perfection in 2008.

But Bowman never had any intention of entering Phelps in all eight.

Early in the week, the coach planted the idea of dropping the 200 free.

Once Phelps won his last event, the 100 butterfly Sunday night, Bowman brought it up again.

Phelps never flinched.

Seven is enough. More than enough.

"He was absolutely fine with it," Bowman said. "He and I had discussed it early in the week. I said, 'Just put this on your menu. We're not going to talk about it again, but think about it.' And then, last night, he was more perturbed that I made him sit down with his management team and myself to go over it. He sat down and said, "OK, we're scratching the 200 free. Anything else?' I think he was hungry or something."

That, in essence, epitomizes the totally unique relationship between this athlete and this coach.

With 14 gold medals already in hand, more than any Olympic athlete, it would be totally natural for Phelps to exert more control over his career. Heck, it's rare for someone in an individual sport to stay with the same coach for their entire career. But the swimmer does much than just keep Bowman on the payroll, putting total faith in the coach to make the right call about everything that happens at the pool.

When someone raised the question Sunday night, asking Phelps point-blank if he would drop any events, there was total deferral to Bowman.

"I don't have anything to do with that. That's his call. He takes care of all that," Phelps said, pointing at his coach. "I leave everything up to him training-wise and preparing me. He's done an amazing job for my career, and I trust him fully."

Bowman was most concerned about the second day of the swimming program, when Phelps would've had to swim the preliminaries of the 200 free in the morning, then return in the evening for two more events: the semifinals of the 200 free and the final of the 400 free relay ? a race the American's desperately wants to win, especially since Australia is a heavy favorite.

"We respect the challenge that we're up against," Bowman said, breaking into a sly grin, "and perhaps we will be more ready than people think."

With the 200 free out of the picture, Phelps' schedule looks more manageable ? especially since he admittedly hasn't trained nearly as hard over the past four years as he did leading up to his first three Olympics.

Bowman tried to make up for the lack of training by taking Phelps to the high altitude of Colorado for six weeks leading up the trials. While the results were fine ? Phelps won four of his races in Omaha, including two epic duels with Ryan Lochte ? but his times weren't all that impressive, and he appeared to wear down by the end of the meet.

His final race, the 100 fly, was perhaps his least impressive. He got off to a terrible start, was sixth at the turn and needed a late charge to pull out the win, gliding to the wall rather than taking an extra stroke.

"He's swimming low in the water, like a tired swimmer," observed Gary Hall Jr., a three-time Olympian.

Bowman shrugged off the notion that he bailed on the 200 free because the field is stacked. Phelps not only would've had to beat fellow American Ryan Lochte, the defending world champion, but international studs such as France's Yannick Agnel, who has the three fastest times in the world this year, as well as Germany's Paul Biedermann, China's Sun Yang, South Korea's Park Tae-hwan and Japan's Takeshi Matsuda.

Phelps has never run from a challenge, and it wouldn't be fair to say that's what he's doing now.

But Bowman is a realist, and he's making the right call to give Phelps his best chance of winning seven gold medals.

Seven is enough.

Conduct code for unmanned aircraft is unveiled

(AP) ? A trade group for drone aircraft manufacturers and operators has released the industry's first code of conduct in response to growing privacy concerns.

The Association for Unmanned Vehicle Systems International said Monday that the recommendations for "safe, non-intrusive operation" are meant to guide operators and reassure a public leery of the possibility of spy drones flying undetected over their homes.

"We understand as an industry that we've got a public relations problem," said Paul McDuffee, a director of the association who helped draft the recommendations.

Drones, small airplanes or helicopters operated remotely by pilots from the ground, can be equipped with sophisticated cameras and even weapons. They have been used to spy on and hunt down al-Qaida terrorists in Pakistan, but the rapidly declining size and cost of them has prompted fears that thousands could be operating in the U.S. within a decade, with little effective oversight. Some of the drones weigh just a few pounds and can fit in a person's hands.

Citizens, civil liberties groups and politicians have voiced worries that the small aircraft raise the specter of a "surveillance society." Currently there are only about 300 authorized federal permits to operate such aircraft, along with an unknown number of unlicensed amateurs, who are supposed to keep their aircraft within sight.

The new recommendations by the association, a non-profit based in Arlington, Va., that has members in more than 60 countries, pledge to "respect the privacy of individuals" and the concerns of the public and to follow all federal, state and local laws. They also pledge to ensure that remote drone pilots are properly trained and to respect "other users of the airspace."

The language on privacy is good, but it's not enough, American Civil Liberties Union lobbyist Chris Calabrese said.

"I think it's really important that they're paying attention to privacy. That's to their credit," Calabrese said. "But I can't imagine they expect this to quell privacy concerns."

Calabrese added that ultimately even well-meaning guidelines from a private group aren't legally binding on public and private organizations around the country.

"I think Congress needs to step in. This is new technology. It's potentially incredibly invasive," he said. "People are profoundly discomforted by the idea of drones monitoring them."

Some law enforcement agencies have already purchased powerful drones.

A county sheriff's office in Texas used a homeland security grant to buy a $300,000, 50-pound ShadowHawk helicopter drone for its SWAT team. Randy McDaniel, chief deputy with the Montgomery County Sheriff's Office, said earlier this year his office had no plans to arm the drone, but he left open the possibility the agency might decide to adapt it to fire tear gas canisters and rubber bullets.

McDuffee, who works for Insitu, a Boeing Co. subsidiary that designs and builds drones, called the wide range of drone aircraft "the next latest and greatest thing in aviation," noting that there's interest from law enforcement, first responders, scientists and private industry, such as farmers who want to monitor or spray crops. The permits are issued by the Federal Aviation Administration, which is working on new rules that will greatly expand legal uses.

The drone market is expected to nearly double over the next 10 years, from current worldwide expenditures of nearly $6 billion annually to more than $11 billion, with police departments accounting for a significant part of that growth.

Earlier this year, Congress, under pressure from the U.S. Department of Defense and drone manufacturers, ordered the FAA to give drones greater access to civilian airspace by 2015. The mandate, besides applying to military drones, applies to drones operated by private companies and government agencies, including federal, state and local law enforcement.

But privacy concerns have already prompted members of Congress to introduce bills to prohibit any government agency from using a drone to "gather evidence or other information pertaining to criminal conduct or conduct in violation of a regulation" without a warrant.

McDuffee said there are many uses for drones that wouldn't generate controversy. For example, scientists have used drones to monitor airborne pollution levels and numbers of sea lions in the Arctic and to monitor hurricanes.

"They go in places where you would never consider risking a human life," he said.

He added that drones also could be used to create temporary communications networks after natural disasters, if regular service went out.

"They're almost like miniature satellites," McDuffee said. "That's the beauty of these systems."
