MADRID (Reuters) - Spain announced a detailed timetable for economic reforms and a tough 2013 budget based mostly on spending cuts on Thursday in what many see as an effort to pre-empt the likely conditions of an international bailout.
Ministry budgets were slashed by 8.9 percent for next year and public sector wages frozen for a third year as Prime Minister Mariano Rajoy battles to trim one of the euro zone's biggest deficits while unemployment benefit costs rise in a recession.
"This is a crisis budget aimed at emerging from the crisis ... In this budget there is a larger adjustment of spending than revenue," Deputy Prime Minister Soraya Saenz de Santamaria told a news conference after a marathon six-hour cabinet meeting.
Beset by anti-austerity protests and threats of secession by the wealthy northwestern region of Catalonia, Rajoy is resisting market and diplomatic pressure to apply for a rescue, partly out of concern for national sovereignty but also because EU paymaster Germany insists Spain doesn't need help.
The conservative government said tax revenue would be higher than originally budgeted in 2012 -- partly due to a hike in value-added tax (VAT) -- and would grow by 3.8 percent next year from this year.
Central government spending would be cut by 7.3 percent while revenue would rise 4 percent in 2013 including a big leap in VAT income. Regional budgets will be presented individually through the year. More details will be announced on Saturday, when the proposal goes to parliament.
Spain, the euro zone's fourth largest economy, is now at the centre of the euro zone's debt crisis. Investors fear Madrid cannot control its finances and question whether Rajoy has the political will to take all the necessary but unpopular measures.
Madrid is talking to EU authorities about the terms of a possible aid package that would trigger an European Central Bank bond-buying program and ease Spain's unsustainable funding costs.
Brussels has demanded an independent budget oversight entity, which Economy Minister Luis de Guindos said on Thursday would be created to review budget execution. The government is still analyzing potential conditions for aid, he said.
Uncertainty over Spain's ability to slash the public deficit to 6.3 percent from close to 9 percent last year, and control spending in regional governments, has been stoked by demands for independence in Catalonia.
The autonomous region's parliament voted on Thursday to hold a referendum on independence, but Saenz de Santamaria said the region must consult the rest of the country first.
Pensions, earmarked by the European Commission as a key area for reform, will rise by 1 percent next year but Treasury Minister Cristobal Montoro would not be drawn on whether the government would pay an inflation catch-up which could be over 3 percent this year.
Before the end of the year the government will announce a pension reform that will restrict early retirement.
ECONOMIC REFORM TIMETABLE
The deputy premier said the government would set out 43 new laws to reform the economy over the next six months and including reforms to the labor market, public administrations, energy services and telecommunications sectors.
The detailed timetable for economic reforms goes beyond what the European Commission has required and is an ambitious step forward, the EU's top economic official said on Thursday in response to the government announcements.
"The reforms are clearly targeted at some of the most pressing policy challenges," EU Economic and Monetary Affairs Commissioner Olli Rehn said in a statement.
Market reaction was cautious.
"The first impressions (of the announcements) are good, heading towards a major adjustment in spending rather than in revenues," said Jose Luis Martinez of Citigroup, in Madrid.
"However, we see as too optimistic the macroeconomic assumption of 0.5 percent recession for the next year. We see a scenario with a deeper recession and if this were the case, further spending cuts will be needed".
De Guindos' statement that the 2012 budget deficit target would be met this year due to a solid increase in revenues will also be viewed with suspicion with many economists expecting the government to miss its deficit target.
The measures continue to heap pressure on the crisis-weary population and are likely to fuel further street protests, which have become increasingly violent as tensions rise and police are given the green light to use force to disperse crowds.
A quarter of all Spanish workers are unemployed and tens of thousands have been evicted from their homes since a housing bubble birst in 2008 and plummeting consumer and business sentiment tipped the country into a four-year economic slump.
The prime minister's image, both at home and abroad, has deteriorated rapidly since his party won an absolute parliamentary majority last November.

Thousands of images from Australia's Great Barrier Reef and other coral locales are being stitched together into an eye-popping array of 360-degree panoramas for Google Maps' Street View feature?? but this million-dollar-plus project isn't just about pretty pictures. It's about sharing the wonders and the woes of the world's coral reefs with people around the globe.
"This will allow the 99.9 percent of the population who have never been diving to go on a virtual dive for the first time," said Richard Vevers, project director for the Catlin Seaview Survey.
In partnership with Google, the Seaview Survey has been mounting a series of expeditions to capture high-resolution imagery of the Great Barrier Reef and other coral reef locales. It's sponsored by Catlin Group Ltd., a global insurance group. The project went through a preview phase back in February, and since then, it has continued to ramp up. Even before the official unveiling, the Seaview Survey has gained more than 1.4 million fans on Google+.
"Now we are actually in full expedition mode," Vevers said. To celebrate Wednesday's official kickoff, the survey is staging its first public real-time dive at the Great Barrier Reef via a Google+ Hangout at 1:30 p.m. ET. It'll be the middle of the night in Australia, but it'll be getting toward midday at the Blue Ocean Film Festival in Monterey, Calif., where Vever and other Seaview Survey organizers are hanging out this week.
Here are some of the 360-degree, Street View-style goodies that are already available via Google Maps:

Vevers and his colleagues aim to take 50,000 shallow-reef pictures, using a specially designed SVII camera. When all those images are stitched together into a continuous skein, the 360-degree panoramas will let users navigate their own way through one long virtual Google Maps dive. There'll also be a deep-reef survey, conducted using picture-snapping robots.
Scientists plan to analyze the photos using image-recognition software to get a quick read on coral reef health.?That's a crucial issue for the decades ahead. Half of the ocean's coral communities have been lost over the past 40 years, said the survey's chief scientist, Ove Hoegh-Guldburg of the University of Queensland's Global Change Institute. The decline is due to a variety of causes, ranging from coastal water quality to overfishing to ocean warming and acidification, he said.
"The evidence of these changes is there, but people outside the scientific community don't understand the significance of those changes," Hoegh-Guldburg told me. "If we're going to tackle these global issues, we need everyone on the planet to understand what we are in danger of losing, and what we can do to stop the decline."
He said the Seaview Survey's biggest benefit will be to give people a greater appreciation of the world's coral reefs, whether they're Australian business executives or Russian grandmothers.
Sharing the seas' wonders
The Seaview Survey aims to conduct regular expeditions that can be shared via Hangouts and other live events. All the scientific data will be made public via an online Global Reef Record database, Hoegh-Guldburg said. He's also looking into ways to enlist volunteers to analyze coral reef pictures, an idea that's taken from the citizen-science playbooks for Zooniverse and the Cornell Lab of Ornithology.
The survey is due to focus on the Great Barrier Reef and the Coral Sea is due to run until the end of December, and then it'll move on to other locations around the globe, including Hawaii, the Philippines and Bermuda. Hoegh-Guldburg said the survey's tools and techniques are designed to be adapted easily for a wide range of coral reef settings ? including countries that haven't been able to assess their own coral reefs.
"Many of these countries know that their reefs are in trouble, but they don't know how much they're losing, or where they're losing the most," Hoegh-Guldburg said. "This can help them prioritize. If you don't prioritize, it's very hard to get traction."
The way he sees it, the Catlin Seaview Survey is coming just in time.
"Everybody is waking up to the realization that this is a critical decade," Hoegh-Guldburg said. "We're making decisions that could haunt us for hundreds of years if we don't get them right. It's now or never."?

I use a government friend who has access to digests created from newspapers for polticians, ad free newspapers.
I don't buy DVD's because of their forced ads.
I don't use streaming services that display ads. Youtube is very easily manipulated to show zero ads.
I have my groceries delivered so I don't have to go to the supermarket and deal with the visual bombardment created to get me to buy stuff I don't want.
I do my tech shopping from pricewatch lists and real user reviews, so I don't have to deal with advertising on product sites and "pro" reviews sites whose product is paid for reviews.
THAT is how effective advertisers have become. I didn't used to mind ads but over the last decade they have managed to stimulate my brain into a rabid hatred of even the tiniest exposure to advertising.
And I am not alone. If advertising really worked, they wouldn't have to force it on us. The low point apparently happening in New York were kids were forced to watch commercials in exchange for school. It was a VPRO documentary so it probably was true (they are left-wing but to serious to make stuff up).
Why do you think you can't skip the commercials on DVD's? Because the advertisers are confident you enjoy watching them and want the information? No, because advertisers know all their tricks are useless in persuading people to watch something they don't want to.

However, if your goal is to lose weight, cardio can actually hurt your progress. The reason is that the goal of exercises for weight loss is to increase your total daily calorie expenditure.
When you do cardio, you are only burning calories while you are doing the exercise. When you do weight Lifting, you keep burning calories for days after your workout. When you do cardio, you can actually make your muscle shrink which means you will gain fat even if you eat don?t increase your calorie intake! Canada needs to boost its manufacturing sector to make up for jobs that will be lost in oil refining, federal NDP Leader Thomas Mulcair said Saturday during the Alberta NDP?s annual convention at Crowne Plaza Chateau Lacombe.
Mulcair expressed concerns over the loss of potential manufacturing jobs in the proposed Northern Gateway and Keystone XL pipeline deals.
He said the Keystone pipeline, which would ship raw bitumen to the U.S. gulf coast, would represent the export of 40,000 well-paying jobs in upgrading, refining and transformation.
?We should be looking at our own energy security in Canada,? Mulcair said.
?We should be looking to create jobs in Canada before we ship it out in its raw form at the lowest price.?
Mulcair said the loss of manufacturing jobs is not only happening in Alberta?s oil industry, but also on the Atlantic coast where fish are being fast-frozen and shipped to China for processing.
?There does seem to be a consistent pattern of behaviour in Canada where we let foreign countries, in this case, actually take over our resource,? he said.
Mulcair said he has ?grave? environmental concerns with the pipelines, citing the Exxon Valdez oil spill in Alaska as a warning of the devastation a spill could cause.
He also knocked the federal Tories, saying they don?t enforce Canada?s environmental laws and change laws to correspond to industry practices.
?What we?ve been talking about since the beginning is the need to enforce existing federal environmental laws. Whether it?s the Fisheries Act, Species at Risk Act, or the navigable waters act, those laws are not being enforced right now,? Mulcair said.
Mulcair and Alberta NDP Leader Brian Mason both stressed that Alberta does need pipelines, but that we shouldn?t be shipping unprocessed bitumen to foreign markets.
Mason said Enbridge?s Northern Gateway pipeline to the west coast being ?entirely owned? by Chinese state oil companies is not in Canada?s best interest. The Northern Gateway is a hot-button issue in Edmonton, where federal hearings on the pipeline are underway.
Mulcair said the NDP wants fair and reciprocal trade deals that take into account the human rights, workers? rights, and environmental records of Canada?s trading partners.
?There?s really little difference between a state-controlled company and the state itself, and I think that?s something that should be on the table,? he said.
Mulcair also touched on health care Saturday, saying the Conservatives are leading the country into a two-tiered system to the detriment of poor Canadians.
He?s confident the NDP will win more seats in the prairie provinces in the next federal election.
?We understand that between the Ontario border and British Columbia, we have only three seats. That will change in the next election,? he said.
This year marks the 50th anniversary of the Alberta NDP party.

If two birds meet deep in the forest, does anybody hear? Until now, nobody did, unless an intrepid biologist was hiding underneath a bush and watching their behavior, or the birds happened to meet near a research monitoring station. But an electronic tag designed at the University of Washington can for the first time see when birds meet in the wild.
A new study led by a biologist at Scotland's University of St. Andrews used the UW tags to see whether crows might learn to use tools from one another. The findings, published last week in Current Biology, supported the theory by showing an unexpected amount of social mobility, with the crows often spending time near birds outside their immediate family.
The study looked at crows in New Caledonia, an archipelago of islands in the South Pacific. The crows are famous for using different tools to extract prey from deadwood and vegetation. Biologists wondered whether the birds might learn by watching each other.
The results, as reported by St. Andrews, revealed "a surprising number of contacts" between non-related crows. During one week, the technology recorded more than 28,000 interactions among 34 crows. While core family units of New Caledonian crows contain only three members, the study found all the birds were connected to the larger social network.
The new paper is the first published study using the UW tags to record animal social interactions.
"This is a new type of animal-tracking technology," said co-author Brian Otis, a UW associate professor of electrical engineering whose lab developed the tags. "Ecology is just one of the many fields that will be transformed with miniaturized, low-power wireless sensors."
Biologists normally tag animals with radio transmitters that broadcast at a particular frequency, and field researchers use a receiver to listen for that frequency and detect when the animal is present. An encounter between small animals would only be recorded if the researcher was nearby.
The UW system, called Encounternet, uses programmable digital tags that can send and receive pulses.
"Encounternet tags can monitor each other, so you can use them to study interactions among animals," said co-author John Burt, a UW affiliate professor of electrical engineering. "You can't even start to do that with other radio-tracking technology."
Other research groups are using the UW tags around the world. Researchers at the University of Windsor in Canada are using them to study mating behavior in Costa Rican long-tailed manikins; a researcher at Drexel University is using them to study the interaction between birds and army ants in Costa Rica; German researchers are putting the tags on sea lions in the Galapagos Islands to study their behavior as they pull up on beaches; and researchers in the Netherlands are studying the social behavior of great tits, a small woodland bird.
"It's a big topic right now, the idea that animals have social networks," Burt said. He has been working with field biologists for the last three years to deploy the tags.
"There are other tags that can do proximity logging, but they're all very big and for larger animals. None is as small as Encounternet ? or even near to it."
The smallest of the UW tags weighs less than 1 gram (0.035 ounces) and can be used on animals as light as 20 grams (less than an ounce), about the weight of a sparrow. Researchers attach the tags to birds with straps that degrade and harmlessly fall off after the battery dies. The tag records nearby pulses, and the signal strength gives an estimate of the other animal's distance.
A typical study using the system includes a few dozen tags and between 10 and 100 fixed base stations. When tagged animals pass a base station the data is transmitted wirelessly from the tag to the base station, and from there to the Internet. Researchers can also reprogram the tags remotely ? for example, they can look at initial results to see when there are few encounters happening, and turn the battery off during those times to conserve power.
Burt completed his doctorate at the UW in 2000, with a dissertation on birdsong communication and learning. He wished that there was a way to automatically monitor bird interactions in the wild, and in 2005 joined forces with Otis, an expert in small, lightweight, low-power electronics. Burt managed the project to develop the tags, with funding from the National Science Foundation, as a research scientist in Otis' group.
This fall they founded Encounternet LLC in Portland, Ore., where Burt now lives. He is working to add a GPS component to record the location of encounters, and to add an accelerometer and other sensors that could detect an animal's behavior.
"People are excited about this because for the first time, it allows them to study smaller animal interactions and social networks on an incredibly fine scale," Burt said. "Social networks are turning out to be key to understanding many animal behaviors. People say Encounternet is the only thing they can find that can collect that information."
